In the depths of the Great Depression, Max Dietrich is a private investigator with few scruples and even fewer convictions, making a living digging up dirt on corrupt politicians. Max is hired to track down a cache of guns, stolen from the notorious arms dealer - Elias Haskell. As one of the hated Merchants of Death, Haskell is illegally profiting off a brutal war in South America, pitting him against the Roosevelt administration. Max soon learns that Richard Osborn is married to Haskell's icy socialite daughter Cornelia, and now commands the National Crusaders, an American Fascist Party.
Max descends into the strange labyrinth of 1930s New York City politics, filled with feuding Communist factions, Fascist paramilitaries, international intrigue, the munitions industry, crooked congressmen, and the wealthy elite of American society. At the center is a disfigured war veteran turned left-wing revolutionary -- Mike Rafferty -- who has his own plans for the stockpile of stolen guns. But a gun-crazy Communist is the least of Max's troubles.
Powerful forces are weaving a dark plot, and Max has precious little time to stop it before he, and the entire country, are devoured by it.
